To comply with the ordinance, stores must install locking wheel systems or adopt plans to keep carts from leaving their property, which can include hiring a cart retrieval service. The certification process requires stores to provide details of their cart inventories, contacts, and billing information. Retailers that fail to certify may face enforcement actions.
