Council OKs curbs on homeless help in parks

Phoenix is gearing up for a new order in parks after City Council voted 6-3 to restrict their use for distributing food and medical treatments — including needle exchanges — to unsheltered people.

The vote followed nearly five hours of discussion and impassioned among council members as well as dozens of advocates for the homeless, including a number of nonprofits.
