Officials have identified the driver accused of shooting at people after he allegedly crashed into five other cars on the express lanes of Interstate 95 in North Miami late Friday.
Phillip Nicholas Sanders, 44, was arrested after witnesses said he opened fire on northbound I-95 in the area of Northwest 125th Street at around 11:27 p.m.
