MONROE COUNTY, Fla. – A 52-year-old Miami man received a mandatory court citation Saturday afternoon after a marine deputy caught him with undersized fish in the Lower Keys.
Deputy Luis Guiardinu was patrolling Kemp Channel near Mile Marker 23.2 around 4 p.m. on Oct. 3, 2026, when he spotted Osmar Hernandez fishing in the area.
