Theresa Therilus has returned as North Miami’s city manager with an employment contract that drew sharp criticism at last week’s council meeting, as elected leaders and residents raised concerns over the salary and terms.
Mayor Alix Desulme nominated Therilus on May 13, citing her familiarity with the city. Therilus became the first Haitian-American and first woman to serve as city manager in 2020, serving for nearly three years before leaving to work for the county in 2023. Noting the upcoming budget season, Desulme said it was important to have “not only something that’s permanent, but something that’s more stable.”
