PORT ST. LUCIE – A Miami man who Port St. Lucie Police say was planning to break into cars was arrested before dawn on Oct. 23.
Germaine Samuel Mitchell, 22, of Miami, was on Southwest Deer Run in the gated community of Sawgrass Lakes in Port St. Lucie when he was spotted by a SWAT team officer at about 3:57 a.m., according to police reports.
