Milwaukee Sues Sherman Park Landlord Over Trash-Choked Lot, Unpaid $700 Fine

Milwaukee has taken a Sherman Park property owner to court over what the city says is a years-long mess of debris, vehicles and solid waste piling up on a vacant lot near 41st and Burleigh. The city is asking a judge to declare the property a public nuisance and hand it over to a receiver who would clean it up, since the owner’s own violations and a $700 fine have gone unresolved.

The lawsuit names Daniel Frehr as the owner of the lot, according to WISN, which reports the corrective filing asks a judge to deem the property a nuisance and have a receiver take over the cleanup. As the station describes the scene, there’s little more there than a deteriorating fence and a pile of debris, vehicles and solid waste.

The paper trail on the property goes back two years. Milwaukee’s Department of Neighborhood Services first flagged it in September 2024 for having too many vehicles parked there without a proper surface, per the same report. By spring 2025, the department had issued further orders to repair a defective fence and correct the unpaved parking along with a vehicle that had been sitting too long.

Fines Piled Up Alongside the Debris

Those early violations eventually led to a municipal court case. Frehr was found guilty and fined $700, a penalty the complaint says has never been paid, the station’s report notes. Rather than slowing down, the problems multiplied: by August 2025, the city had issued a fresh notice for garbage on the site, and photos taken the following month showed a boat parked on a trailer, spare tires, trash and a car missing its doors…
