RACINE, Wis. – A 19-year-old Racine woman is accused of causing the death of a man after a hit-and-run crash in Racine on Friday, Dec. 6. The accused is Shamya Anderson – she is charged with knowingly operating a motor vehicle without a valid license and a hit-and-run resulting in death.

What we know:
According to the criminal complaint, Racine police were dispatched to the area of Memorial Drive south of State Street around 6:30 p.m. that day for reports of a man down. The victim was found lying in the roadway. He was taken to the hospital and later died from his injuries. The family identified the victim as 44-year-old Dwayne Carr.
While at the scene, officers located silver bumper fragments and headline fragments.
Minutes after Carr was found, a 19-year-old woman, identified as Shamya Anderson, called to confess she hit someone in the same area, per the complaint. …
