Man voluntarily returns to Minnesota to face charges in $1.3 millon fraud scheme

Kaamil Omar Sallah was arrested at Minneapolis-St. Paul International Airport on September 10, 2026, after voluntarily returning to Minnesota to face federal wire fraud charges.

According to United States Attorney Daniel N. Rosen, Sallah, 26, was indicted on December 16, 2025, and charged with four counts of wire fraud related to defrauding Minnesota’s Housing Stability Services Program.

The indictment alleges Sallah owned SafeLodgings, Inc., which he registered and enrolled as a provider in March 2023. He and his company are accused of submitting fake and inflated bills, fraudulently claiming about $1.4 million and receiving nearly $1.3 million from March 2023 through August 2025…
