SPENCER, IA – Floodwaters have triggered a dam failure in southern Minnesota and prompted evacuations and rescues in numerous communities in Iowa and South Dakota. Fox News reports that the Little Sioux River has overflowed its banks, flooding roads in Spencer, Iowa. People are getting around there using boats.
