MINNEAPOLIS (WKBT) — The Minneapolis Police Department is asking the public for assistance in locating a Winona man who has an active warrant for his arrest.
According to a Facebook post from the department, 60-year-old Richard Martin Luers reportedly fled from his registered address in Winona.
Luers is a level 3 sex offender with a history of violent crimes, including the use of a firearm. Authorities believe he may be in the Minneapolis area, particularly around the University of Minnesota…
