Driver Charged After 100+ MPH Crash Kills Saint Paul Man

A Saint Paul man is facing a felony after allegedly speeding through a stoplight at more than 100 miles per hour and crashing into another vehicle, killing its driver.

According to a criminal complaint filed this week in Ramsey County, 30-year-old Paw Moo Htoo is charged with criminal vehicular homicide for causing the death of 42-year-old Marvin Martin Scroggins during the May 11 crash.
