An otherwise normal closing hour at Nordstrom Rack in St. Louis Park was quickly disrupted on April 17 by a Hanover man.
A woman undressing in the changing room noticed a phone appear overhead from the adjacent stall with its camera pointed at her, the statement of probable cause said.
