Lawsuit: Man died after Eagan police, Dakota County jail staff mistook stroke for intoxication

The family of a Cottage Grove postal worker is suing Eagan police and Dakota County correctional officers after he died in custody last year while suffering a stroke.

A civil complaint filed in U.S. District Court alleges police and jail staff actively ignored the signs of 50-year-old Kingsley Bimpong’s medical emergency and treated him instead as though he was under the influence of drugs.

The lawsuit names three Eagan Police Department officers, seven Dakota County correctional officers and Dakota County itself for Bimpong’s treatment over the nearly six hours he was in custody while presenting symptoms of a stroke…
