ST PAUL, Minn. — Months after a Medicaid-funded care provider shut down amid fraud allegations, disabled Minnesotans are still living without care, oversight or stable housing.
In a St. Paul apartment building once leased by an Integrated Community Supports (ICS) company, residents say they’ve been left behind -caught between the state’s fraud crackdown and a system that has yet to step in to help them.
