New charges, rape kits, and hundreds of cases: Inside the Prichard investigation

Prichard, AL (NBC 15) — The investigation into the Prichard Police Department continues to expand, with prosecutors detailing new allegations against two officers while revealing the broader challenges facing investigators working to rebuild the department.

On Friday, Prichard police officers Jihad Hasan Irby and Emanuel Naman Dotch II both appeared in court on state charges of two counts of first-degree extortion, two counts of bribery and one count of use of office for personal gain.

Irby appeared first for a bond hearing. Mobile County District Attorney Keith Blackwood said bonds were set at $15,000 on each charge, and the judge ordered Irby not to work in any law enforcement or security position while the case is pending…
