Baldwin County tasing incident leads to arrest, officials say

BALDWIN COUNTY, Ala. (WKRG) — Baldwin County Sheriff’s Office deputies have arrested a woman accused of tasing a disabled adult.

57-year-old Lyly Dutcher was arrested and charged with abuse/neglect of a disabled adult.

According to a BCSO news release, deputies were called to an unincorporated area of Fairhope on July 5 for a report of a domestic violence incident.

When deputies arrived, they found that Dutcher had threatened to use a taser on a “mentally handicapped and non-verbal person,” which was reportedly captured on video.

Deputies were given another video on July 31 that allegedly showed Dutcher using the taser on the person on July 5…
