Foley will discuss entering into an agreement with Kolter Development for a 55-plus residential community in the city limits. Plans call for Cresswind Sandy Creek on 720 acres. A maximum of 1,318 homes is called for. The development will be located near the intersection of Fern Avenue and the Foley Beach Express east of the express.
