DUI crash in Foley leads to indictment and arrest, police say

FOLEY, Ala. (WKRG) — A man has been arrested after a grand jury indicted him in connection with a deadly April crash, according to the Foley Police Department.

21-year-old Christopher Alejandro Sancez-Mendoza was booked into the Baldwin County Jail Saturday on one count of criminally negligent homicide – vehicular (driving under the influence).

Foley police said 18-year-old Cesar Chavez and his cousin, 19-year-old Brandon Palencia, were killed while riding an electric scooter on County Road 65 on April 13, 2025.

The pair was hit from behind by the driver of a pickup, according to officials.

This wasn’t the first crash at this intersection — Nycole Tate was killed in a hit-and-run while crossing the street about a year before, and a little girl was killed in a crash at that intersection in 2012…
