New Downtown Property Ordinance to Impact Vacant Buildings in Mobile Starting May 2026

On November 18, 2025, the Mobile City Council in Alabama approved a new ordinance focused on safety and revitalization in the downtown area. The ordinance passed by a 5–1 vote after two months of discussion. It requires owners of vacant properties within the Henry Aaron Loop to register their buildings with the city, pay an annual fee, and meet specific security and maintenance standards.

Under the ordinance, vacant property owners must secure all doors and windows, maintain a monitored fire alarm system, provide safe access for first responders, and carry liability insurance. They must also maintain exterior lighting, keep plumbing operational, and prevent pest infestations. The ordinance was first introduced by former Mayor Sandy Stimpson and later revised by current Mayor Spiro Cheriogotis and the City Council.

Revenue from registration fees will support blight remediation and redevelopment projects downtown. The ordinance includes exceptions for properties under renovation, those damaged by fire or weather, or buildings listed for sale. The new rules will take effect in May 2026…
