MOBILE, Ala. (NBC 15) — CBD store owners say the state has failed to issue newly required licenses in time and is forcing them to close. A law that took effect on January 1st, 2026 says consumable hemp products can only be sold by retailers licensed by the Alabama ABC Board. Ocean Jones had to temporarily close his Healthy Harvest CBD store in Mobile because he hasn’t received the license.
“This matter of impossibility where you’re saying, I have to have this license yet you cannot, literally, physically cannot provide it to me right now,” said Jones.
