Three senior leaders depart San Joaquin RTD as governance questions mount

Three senior officials have left the San Joaquin Regional Transit District (RTD) this month as the agency faces leadership turnover, vacancies and questions about executive hiring and compensation.

Director of Human Resources Noel Mink, Marketing and Customer Engagement Supervisor Maximilian Cao and Director of Government Affairs Kenneth Baxter are no longer listed on the agency’s website. RTD safety, security and risk management chief Curtis Moses did not respond to questions about the employment status or whether they resigned, were fired or otherwise left the agency.

Cao’s LinkedIn profile indicates his employment with RTD ended in June 2026. His biography and photo have been removed from the agency’s website, as has Mink’s. The director of human resources position is listed as vacant with a placeholder description saying the agency is “currently identifying candidates” for the role…
