Homeless advocates push back as Stockton proposes encampment cleanup pilot

STOCKTON, Calif. — City leaders in Stockton are set to vote Tuesday on a controversial new pilot program targeting homeless encampments. Advocates question the plan’s approach and transparency.

The proposal, introduced by Interim City Manager Steve Colangelo, would authorize a nonprofit to conduct outreach at a major encampment along the White Slough in the Spanos neighborhood before a two- to three-week cleanup begins.
