A civil lawsuit accuses San Joaquin County of failing to intervene despite reports of suspected abuse and neglect by a father, resulting in life-threatening injuries to his 1-year-old child.
The complaint, filed in San Joaquin County Superior Court on July 1, was brought by attorneys representing Sebastian Hernandez, the child, and his guardian, Jessica Perl.
