Stockton workers to pay more for health insurance in 2026 as leaders seek to ease burden

City of Stockton employees could see health insurance costs rise up to 35% starting Jan. 1, 2026, with those in the Sutter Health high-deductible plan hit hardest.

This comes after the Stockton City Council voted Sept. 23 to accept the annual health benefits and adopt the monthly premium rates for the city’s 2026 employee health plans.

In the new year, Kaiser plans will see only slight increases ranging from 0.4% to 2.3%. But employees enrolled in Sutter Health Plus will face premium increases of roughly 35% across existing plans, driven by larger claims, more members using non-Sutter facilities and current market conditions, according to a city staff report…
