Pedestrian killed in collision involving Stockton city manager identified

A 68-year-old Stockton man killed in a collision involving the city manager has been identified as Joe Serna.

Stockton Police Department officials said Tuesday a preliminary investigation didn’t show City Manager Johnny Ford at fault in the collision; however, a final decision has not been made.
