Stockton council divided over police substations amid staffing concerns

STOCKTON, Calif. — A sharp debate is unfolding among members of the Stockton City Council over whether to expand police substations or direct limited funding elsewhere, as officials weigh public safety priorities against staffing shortages.

Vice Mayor Jason Lee said the city made a commitment to voters to bring community policing closer to neighborhoods by adding multiple substations.
