Several new Alabama laws going into effect on Jan. 1

HUNTSVILLE, Ala. (WHNT) — A number of new laws go into effect in Alabama on Jan. 1, including measures that provide income tax exemptions for deployed National Guard and Reserve troops, training for municipal elected officials and significant limiting of liability for bovine owners.

Most of the laws passed by the Alabama Legislature and signed by Gov. Ivey have gone into effect already, including a number on Oct. 1, but records show a handful start Jan. 1.

That includes requiring a system to be set up for virtual students to take Alabama standardized tests and the elimination of Alabama income tax on capital gains from sales of precious metals like gold, silver, platinum and palladium – in bar, coin or round form.

The bovine liability limitation, SB 164, covers owners of buffalo, bison, cattle and oxen. The bill addresses animals engaged in “bovine activity,” such as, “grazing, herding, feeding, branding, milking, or other activity that involves the care or maintenance of a bovine; a bovine auction or production sale; a bovine show, fair, or competition; bovine training or teaching activities; boarding a bovine or riding, inspecting, or evaluating a bovine.”
