NASHVILLE, Tenn. — The head of the Tennessee Highway Patrol told state lawmakers Tuesday that troopers do not arrest drivers for DUI unless they believe impairment is present, as scrutiny continues over thousands of arrests involving drivers who later tested at zero blood alcohol levels.
Col. Matt Perry testified before the Tennessee House Transportation Committee, addressing questions raised by lawmakers and a series of investigations into so-called sober DUI arrests across the state.
