Horry County officer named in Scott Spivey lawsuit is demoted. Here’s why

One of 14 current and former Horry County police officers and leaders accused of misusing their authority in the investigation into the shooting death of a North Carolina man has been demoted.

Another of the 14 was moved from the department’s Criminal Investigations Division, which oversaw the shooting investigation, to a new role.
