HUNTINGTON, W.Va. (WSAZ) – Former Hurricane Debby has transformed into a tropical rainstorm as she transitions to a slow-moving cyclone capable of massive amounts of rain. While the storm had a good gait this weekend, moving at 15 mph, by Monday evening her pace had slowed to a mere 6 mph.
