HORRY COUNTY, S.C. (WPDE) – The changes to the Garden City overlay zone in Horry County have started to spark questions and future outlook concerns of realtors. The overlay zone on the Highway 17 Corridor to the Georgetown County line would prevent any sort of multi-family development, like apartments or condos, from being built in Garden City.
