Horry County lawmaker addresses why he did not sign delegation letter asking McMaster to reopen Scott Spivey case

HORRY COUNTY, S.C. (WBTW) — One of just two Horry County representatives who did not sign a letter asking Gov. Henry McMaster to reopen a deadly road rage shooting case from 2023 has a “personal relationship” with the attorney of the man who pulled the trigger.

Horry County Reps. William Bailey and Jeff Johnson were the only representatives earlier this week not to sign the letter asking McMaster to reopen the September 2023 road rage shooting death of Scott Spivey, which involved Weldon Boyd — who shot Spivey — and Boyd’s passenger Kenneth Williams. Bailey said he chose not to sign it because he thinks it would be an obstruction of justice and it’s not his job as an elected official to get involved.

However, campaign contributions show Boyd’s attorney, Kenneth Moss, donated $400 to Bailey’s campaign in March 2019. Bailey said he and Moss have a personal relationship because Moss has been his attorney and friend since 2008…
