County denies Webster retirement, HCPD resignations are connected

HORRY COUNTY, S.C. (WPDE) — Two weeks after allegations of a sex scandal within the Horry County Police Department, the county has responded to ABC15’s Freedom of Information Act (FOIA) request and released a statement.

On Friday, Nov. 7, Horry County spokesperson Thomas Bell said the four HCPD officers who resigned were Sergeant Torry Lewis, Detective Don Kobithen, Investigator Kelsey Manemeit and Lieutenant Misty Gore, along with county and department spokesperson Mikayla Moskov.
