County releases HR documents in Webster, HCPD internal investigations

HORRY COUNTY, S.C. (WPDE) — Additional documents related to the internal affairs investigation of four Horry County police officers and the county spokesperson were released Thursday.

On Nov. 7, HCPD announced that an Internal Affairs (IA) investigation “resulted in the discovery of violations of the code of conduct stemming from internal personnel matters.”

Horry County Government spokesperson Thomas Bell identified the officers as Sgt. Torry Lewis, Det. Don Kobithen, Inv. Kelsey Manemeit and Lt. Misty Gore. Former Horry County spokesperson Mikayala Moskov also resigned.
