Horry County leads South Carolina in HOA complaints for 7th straight year

HORRY COUNTY, S.C. (WBTW) — Horry County continues to lead the state in the number of complaints filed against homeowners associations, according to an annual report by the South Carolina Department of Consumer Affairs.

The report shows 31%, or 140 of the 452 HOA complaints documented in 2025, were from Horry County. Richland County was next with 12%, followed by Greenville County with 9%. It’s the county’s seventh straight year atop the report.

Greenville is the state’s most-populous county, followed by Horry, Richland, Charleston, and Spartanburg, according to a report by World Population Review that cites U.S. Census Bureau data for 2026. The data shows Horry County has grown by 25.34% since 2020, the first year the Consumer Affairs office included a summary of HOA complaints in its reports.
