Coastal Carolina professor questions effectiveness of potential J. Reuben Long expansion

CONWAY, S.C. (WBTW) — Horry County leaders are weighing a proposed multi-million dollar expansion of the county’s jail to address facility overcrowding, but a sociology professor at CCU argues that the county should focus on decreasing the inmate population through rehabilitation and diversion programs instead.

The project includes the construction of a new detention tower designed to house hundreds of additional beds. The expansion plans also feature specialized space for inmates with medical and mental health needs.

The $130 million project would be funded entirely at the local level. Horry County would receive no state assistance for the expansion, leaving the county to cover the full expense…
