‘Weak leadership’: Spivey’s sister, former HCPD officer plead for law enforcement consolidation

HORRY COUNTY, S.C. (WBTW) — Horry County’s dual law enforcement agencies are a contrast in leadership: One remains loyal to itself while the other is responsive, transparent and accountable.

That was the message delivered Tuesday night by Scott Spivey’s sister Jennifer, a former Horry County police officer and grandson of the man whose name is on the detention center.

While HCPD manages day-to-day law enforcement in the county, the sheriff’s office oversees court security, civil process and the J. Reuben Long Detention Center. It also tracks registered sex offenders and handles filing and service of criminal warrants…
