Plano police arrested a Sandwich man Friday morning during a traffic stop Officers stopped 60-year-old Joel Skinner in the area of W. Church Street and Jaffe Street at approximately 9:27. During the stop, officers initiated an investigation and determined Skinner was driving under the influence.
