Florida man cashed 3,600 checks in secret payroll plot, now faces prison

NAPLES, Fla. (CBS12) — A Florida man who funneled $28 million in off-the-books cash to construction workers — while stiffing the IRS and insurance companies — pleaded guilty to federal conspiracy charges.

The U.S. Department of Justice (DOJ) said Naples-resident Alexis Garcia entered his guilty plea on August 18 in the Middle District of Florida. The plea stems from Garcia’s role in a scheme that caused more than $4.2 million in losses to the federal government.

According to court documents, Garcia managed Tape Drywall Services Inc. from 2017 to 2019 and conspired with others to pay construction workers in cash, bypassing payroll tax obligations. Contractors issued checks to Tape Drywall for labor services, which Garcia and a co-conspirator cashed — keeping a fee before distributing the funds to foremen, who then paid workers under the table…
