NASHVILLE, Tenn. (WZTV) — Metro Legal has released a new report recommending an ethics hearing into allegations that Councilmember Joy Kimbrough demanded a $500,000 payment to push forward a rezoning request in Davidson County.
The report stems from an ethics complaint filed on August 19 by developer Ryan Moses, who claims Kimbrough tied her support for the project to an immediate payment she would control.
According to the report, Moses initially proposed a $150,000 community benefit plan over five years, but says Kimbrough allegedly rejected it during an April 24 phone call, responding: “Well, that’s where I am and what I want.”…
