Ethics hearing underway for Metro Council member over alleged $500,000 rezoning demand

NASHVILLE, Tenn. (WZTV) — Metro Council member Joy Kimbrough has an ethics hearing underway Monday morning that will decide her fate amid the accusation that she demanded money to push a rezoning request forward.

Ryan Moses, CEO of Best Brands Inc., a wholesale wine and spirits distributor, is at the center of the controversy. Moses wanted to put a liquor distribution warehouse in Bordeaux, Kimbrough’s district. Moses offered a $150,000 community benefit plan, according to documents. Moses says Kimbrough demanded $500,000 to rezone the proposed site.

Kimbrough says Moses is a liar and claims she never demanded money. Additionally, Moses’ lawyer claimed that a recording of the demand was taken.
