‘Simply trying to survive’: Governor to decide on controversial homelessness bill

NEW ORLEANS — Legislation aimed at addressing homelessness is drawing strong reactions across Louisiana as it awaits Governor Jeff Landry’s decision.

House Bill 211 — also known as the “Streets to Success Act” — would make camping on public property a crime, with penalties of up to a $500 fine and six months in jail.

Under the bill, someone found sleeping in public could be cited or arrested. From there, they could be routed into a court‑supervised program that connects them to housing, treatment, and job services.
