Despite restrictions on paper at the Orleans Justice Center, drug-soaked paper has spread recently inside the correctional facility, resulting in the arrests of both a deputy and a man in custody last month.
In August, former deputy Shion Scott, 23, told Orleans Parish Sheriff’s Office investigators he’d participated in an organized contraband smuggling operation involving suboxone strips, cigarettes and paper containing a narcotic substance, according to an NOPD arrest report.
