Orleans officials might have violated new state law with slow public notice of juvenile escapee

NEW ORLEANS (WVUE) – Amid the search for juvenile escapee Carlos Taylor, New Orleans officials possibly violated a new state law. According to city and law enforcement officials, Taylor was walked to the back of an Orleans Parish Juvenile Court courtroom Monday afternoon (Sept. 23). Before Juvenile Justice Intervention Center staff could place shackles on his legs, the 17-year-old accused violent offender ran down the hallway, through an emergency exit and out of the complex.
