NEW ORLEANS (WVUE) — Emergencies don’t take holidays off, and that means first responders don’t either. On Christmas Eve Tuesday (Dec. 24), inside a festively decorated room of desks and cubicles at the Orleans Parish Communication District in New Orleans, 911 dispatcher Qvonda Blackwell gave instructions for chest compressions to a caller as an EMS crew tried to arrive as quickly as possible.
