Contractor who allegedly photoshopped inspection records arrested on new charges

JEFFERSON PARISH, La. — A contractor who allegedly admitted last summer to falsifying New Orleans inspection records using Photoshop was arrested Wednesday in Jefferson Parish on new fraud charges.

State investigators testified at the Louisiana Contractors Licensing Board in July 2025 that Jon Andersen had admitted to photoshopping images of a building inspector into public records to make it appear his work building a house in Mid-City had been properly inspected and approved.

“He falsified the inspection reports using Photoshop, as well as pictures,” Licensing Board Investigator Stephanie Belanger told the board at a hearing last July. “There’s a picture of the inspector, Randy Farrell Jr., with the building or the residence behind it, and (Andersen) admitted to Photoshopping those pictures as well.”…
