On October 23, 2025, New York City Mayor Eric Adams and Department of Citywide Administrative Services (DCAS) Commissioner Louis A. Molina announced a new initiative to support working families. The city will invest $10 million to start its first Municipal Child Care Pilot Program. This program is for DCAS employees with children as young as six weeks old. It is scheduled to begin in September 2026.
The pilot program will be located on the ground floor of the David N. Dinkins Municipal Building, North Tower, in Lower Manhattan. This building is the headquarters of DCAS and a central location for city government. The project will renovate about 4,000 square feet of city-owned space to create a child care center for up to 40 children. DCAS will manage the design and construction. The work is expected to finish by spring 2026.
