Adams Stacks Rent Board Before Exit, Threatening Freeze, Report Says

Outgoing New York City Mayor Eric Adams appointed four members to the Rent Guidelines Board on Wednesday, just two weeks before leaving office.

A move that could derail Mayor-elect Zohran Mamdani’s signature campaign promise to freeze rents on approximately 1 million rent-stabilized apartments.​

Adams added two new members and reappointed two others to the nine-member panel, which sets annual rent increases for rent-stabilized units. With a fifth board member carrying over their term into 2026, Adams appointees will constitute a majority of the board well into Mamdani’s administration. The move ensures that members selected by Adams will control rent policy decisions for at least the first two years of Mamdani’s term, as most RGB members serve staggered two- to four-year appointments.​…
