On Tuesday, Sept. 23, Jaquan McGiver, a Belleville resident, attempted to obtain $1,500 from a Newark homeowner in exchange for dismissing fines related to documented violations at a multi-family dwelling on Lexington Street, Essex County Prosecutor Theodore Stephens II said.
